Contexte

The Pan African Consortium of Experts (PACE) is a think tank comprised of talented, experienced development professionals with a broad range of skills based on decades of leadership and implementation of national, regional, and international projects and programs in different parts of the world.

PACE’s core mission is to transform ideas into operations and solutions into concrete implementations that lead to meaningful and sustainable results. PACE’s intervention strategy favors a holistic and multidisciplinary approach throughout the entire value chain of its interventions.

Project Description

This research and capacity development project is a collaboration of the PROMISE (Promoting Evidence-Based Investments in Hygiene and Sanitation for Health & Equity) consortium, which brings together research and government partners from various countries. Our research objectives include assessing fecal exposure at the community level, assessing exposure in healthcare facilities, and designing evidence-based intervention trials to reduce exposure to environmental pathogens and pathogen transmission via hands, surfaces, and food.

Research activities are based on priority information needs identified by stakeholders in each country. Overall, the study aims to generate evidence for decision-making, build the capacity of partner institutions, and translate research findings into hygiene and sanitation policies, guidelines, and interventions to protect human health and reduce exposure to pathogens. The Senior Wash Officer (M/F) will, among other things, ensure the implementation of all activities within the framework of a consortium with other countries in Africa and around the world according to PACE implementation methods and quality standards.

The specific objectives are as follows
  • Ensure the implementation and monitoring of WASH-Public Health activities with the consortium
  • Assist the EH Manager in technically supervising the WASH technical team;
  • Develop the WASH-Public Health component’s activity schedule;
  • Develop and update WASH-Public Health activity monitoring tools;
  • Develop, with the support of statisticians and the MEL, and the Director of Research and Operations, a system for monitoring the progress and quality of the consortium’s activities;
Design of the methodology for targeting sites/areas of intervention/joint activities with local and international partners
  • Manage activities in accordance with the implementation schedule through regular field visits;
  • Monitor the progress of activities and provide technical support to the team in relation to stakeholders.
  • Master advocacy and community engagement, including social marketing (demand creation and supply chain);
  • Know how to implement the CLTS approach, from triggering to certification of ODF villages and the establishment of sanitation systems in sub-Saharan Africa.
Experience in research training: behavioral barriers, CAP and health surveillance
  • Contribute to the development of the consortium’s implementation strategy to encourage community ownership of the project and active participation in WASH-Public Health activities;
  • Work with communities to promote hygiene and WASH, and raise community awareness to institutionalize evidence-based decision-making procedures;
  • Manage the preparation and writing of weekly, monthly, and donor reports, the collection of indicators, and general documentation related to the project and the consortium;
  • Produce concept notes and proposals to donors;
  • Work collaboratively with other Consortium partners on programs and projects;
  • Ensure effective collaboration with ministries, the private sector, NGOs, and municipalities;
  • Coordinate evaluations, projects, and activities with other countries (governmental and non-governmental), as needed;
  • Perform any other tasks requested by the supervisor to develop programs;
  • Supervise and manage the Water, Sanitation, and Public Health Axis team. Contribute to the recruitment of the WASH team;
  • Assess the capacity building needs of staff under their direct supervision and provide them with regular technical support;
  • Set objectives for staff under their direct supervision and conduct evaluations;
  • Organize the WASH team’s work, prepare the schedule, and forward it to the Director of Research and Operations.
  • Manage any team issues with the support of the Director of Research and Operations.
  • Ensure the proper management of WASH resources.
  • Analyze and report all logistical and financial information that can support the daily activity report.
  • Develop the projected budget and monthly and weekly cash flow forecasts for the WASH component for approval by the EH Manager.
  • Ensure proper compliance with PACE’s financial and logistical procedures in all activities.
  • Control the funding source for each activity within their component.
  • Participate in all meetings with teams and partners In collaboration with your supervisor, collect relevant information for monitoring and evaluation, as well as knowledge management;
Relay the organization’s activities and objectives to communities and local partners:
  • Develop contacts and explain the activities and objectives of the WASH component to local partners and the population;
  • Represent the organization to beneficiaries with the agreement of their direct supervisor;
  • Participate in WASH cluster coordination meetings and other stakeholders with the agreement of their direct supervisor
